Final Instructions

The Conference Proceedings will be included in the IEEE Interactive Electronic Library (IEL) as part of IEEE Xplore. All authors who have been accepted must register for the conference and attend the conference to present their paper. Authors who do not attend the conference to present their papers, or arrange for a co-author or knowledgeable colleague to present their paper in the absence of the primary author, will not have their paper published in the IEEE IEL and IEEE Xplore, per latest IEEE policy.

1. Prepare the final version of the manuscript using the paper templates linked below.

REMEMBER: the final version of a paper in the format given above CANNOT EXCEED 6 PAGES. NO EXCEPTION IS ALLOWED.

2. Register online.

Online Registration is now open! You MUST register before uploading your final paper. Papers will be included in the proceedings only if at least one author has registered and paid the FULL IEEE Member or Non-Member registration fee by August 24, 2010. Student fees do not ensure publication of a paper - no exceptions. One full registration covers only one (1) paper. To guarantee inclusion in the proceedings of more than one (1) paper, the author must pay a USD $50 surcharge for each paper in excess. If you need to register by bank transfer, please contact Rachel Edmunds, AMPS 2010 Administrator.

NO PAPER WILL BE PUBLISHED WITHOUT THE AUTHOR'S COMPLETED REGISTRATION AND PAYMENT.

3. An electronic version of the final manuscript must be generated for the conference proceedings.

From the final manuscript formatted as instructed above, authors must generate the electronic version in PDF format. Regardless of its initial format, the file containing the final version of the paper must be transformed in the PDF format using the IEEE PDF express web tool. PDF files generated by means of other tools are not acceptable.

To generate the IEEE Xplore compatible PDF file of your paper, follow these steps:

Create your IEEE PDF eXpress account by going to: http://www.pdf-express.org and using Conference ID: amps10xx

The first time you access the system, please follow the link to New user. Please note that, in order to access the service, you need to allow the use of cookies from the PDF eXpress web site. Once you have registered as a new user:

   1. upload the source file (containing your paper) for conversion
   2. receive by e-mail the IEEE Xplore-compatible PDF of your paper. Once you’ve received your PDF file, upload it to EDAS

4. Send the electronic version of the final manuscript, complete the presenter's biography form, and submit the copyright form through EDAS by August 24, 2010.

   1. Once you receive your Xplore compatible PDF, log in at http://edas.info

   2. Upload you paper.
       Click the My Papers tab. Click the upload icon (third column from the right) and a dialog box will open that will enable you to select and upload your paper via the web or via FTP.

   3. Fill in and sign the IEEE Copyright Transfer form.
      The IEEE is enforcing strict copyright rules. For your convenience, the copyright form is made available electronically through EDAS. To access the copyright form, click on the 'My Papers' tab and then click on the copyright icon under the copyright column (second column from the right). Authors who are not authorized to sign a copyright transfer form, should download the paper version of a copyright transfer form, fill it in, and ask an authorized person to sign it.Then, send the completed form to the AMPS 2010 Administrator by fax: +1 (785) 537 3437.
NO PAPER WILL BE PUBLISHED WITHOUT THE SUBMITTED COPYRIGHT FORM.

   4. Prepare the presenter's biography form.
       Please declare who will be presenting the paper at the conference on EDAS. To do this, click the 'My Papers' tab, click on your paper title, and then click the Change/Add icon in the Presenter row. Indicate who will present the paper and click Choose presenter. Presenters must fill out a short bio (50 word max) on EDAS by going to the ‘My Profile’ tab and filling in the information in the ‘Brief bio’ field. Information in this form will be used by the session chairperson to introduce the presenter.

IMPORTANT COPYRIGHT NOTICE FOR WEB AND INTERNET POSTING

If authors like to post their papers electronically on any web site, any ftp site, or any other electronic dissemination technique, they must include the IEEE Copyright notice on the initial screen displaying the IEEE-copyrighted material.

Presentation

The TC-39 is organizing the 1st international workshop oriented to applied measurements in power systems. The goal is to mainly collect scientific contributions from industries and laboratories, besides purely academic world. The idea is to create a channel to facilitate the recognition and update of the main urgent measurement issues and challenges in modern power networks. At the same time, currently adopted solutions and actions will also be discussed to stimulate improvements. With the growing interest towards the concept of Smart Grids, new kinds of measurement devices and appliances are increasingly requested to substitute the present ones. They must feature higher performances in terms of bandwidth, accuracy, weight, cost, options, communications, power supply, reliability. This opens a variety of new measurement as well as certification challenges. Indeed, most part of certification laboratories are not equipped to test, calibrate and certify new nonconventional sensors and instruments. The workshop will offer a special opportunity to all those involved in the above topics for an open discussion that facilitates the exchange of solutions, proposals and collaborations. Moreover this event will serve also for exploring interest and availability of the participants to work on coordinated proposals for new technical Standards to update the old ones.

Workshop Topics

This Workshop will focus on all the aspects related to sensors and measurements in the field of power network and power systems. Main topics, but not limited to, include

• Measurement issues in Smart Grids
• New generation of revenue metering
• Sensors for protection relays and for special applications in power systems
• Nonconventional current and voltage sensors
• Reliability of measurement apparatus for control and management of power networks
• Measurement systems for diagnostic purposes
• Development of coordinated proposals for new Standards.
• Distributed measurement systems
• Certification issues of nonconventional measurement systems and apparatus

The expected contributions to be presented in the 2nd edition of the AMPS workshop should address these problematic issues and bring up critical opinions and innovative solutions to instrumentation and measurement challenges in power applications.

Expected Audience

We expect several communities from around the world to contribute to the workshop:

• Researchers and practitioners from Industry who are concerned with problems related to measurements on power systems;
• Researchers from Universities who are actively involved in measurement and instrumentation research;
• Members of Technical Committees of Standard Organizations actively involved in the production or revision of Standard documents.

AMPS 2010 SPECIAL SECTION OF IEEE TRANSACTIONS ON
INSTRUMENTATION AND MEASUREMENT

The AMPS 2010 Special Section of IEEE Transactions on Instrumentation and Measurement is intended to promote best results presented at AMPS 2010.

The AMPS 2010 Special Section will contain up to 10 papers selected on the basis of the results of regular peer review of the manuscripts submitted for consideration by the participants of AMPS 2010. Each manuscript should be based on a paper published in the AMPS 2010 Proceedings and presented at AMPS 2010. However, the manuscript MUST be significantly extended beyond the scope of the proceedings paper (in terms of the overall TECHNICAL content and research results).

Special issue manuscript may ONLY be uploaded in the period of October 25 - November 7, 2010. Please DO NOT try to submit your papers earlier, since the AMPS Special Issue folder in Allentrack will not be available.

Preparation for manuscript submission

The manuscript, together with the accompanying documents “viz. the manuscript submission cover letter, the IEEE copyright transfer form, and the overlength page charge form” must be submitted electronically using the web-based submission system. Prior to submission of the manuscript, its author, especially if he/she has not yet used that system, should register and obtain a password that will enable him/her to enter the system and read Authors Instructions and Manuscript Upload Instructions. Both instructions contain information of vital importance for the problem-free submission. In particular, Authors Instructions provide the guidelines for the preparation of the manuscript. The following additional requirements must also be satisfied when submitting the manuscript:

1. The manuscript must be TECHNICALLY extended beyond the scope of the proceedings paper, as mentioned above.
2. The authors must have registered (full registration) and presented the paper (oral or poster) at AMPS 2010 Workshop.
3. At the time of submission, the authors must provide detailed information regarding how the manuscript is a technically-extended version of the proceedings paper, as per the instructions below.
4. The proceedings paper MUST be clearly referred to in the text and listed as one of the references in the special-issue manuscript.
5. A PDF copy of the proceedings paper must also be submitted, as per the instructions below.

When uploading your manuscript click on “Special Issue Manuscript” in the “Manuscript Uploa Instructions” page of the Allentrack System. Then, in page #1 of “Submit Manuscript” you must choose the proper Special Issue (i.e., AMPS 2010Special Issue). Subsequently, in the same page and in the “Files to Upload” section you MUST upload two files; one with containing a detailed explanation of how the paper is TECHNICALLY extended beyond the scope of the proceedings paper and another which is a PDF copy of the AMPS 2010 Proceedings paper. To this end, you must put the number “2” in the small box in front of “Extension Beyond Proceedings & Copy of Proceedings (if any was published)” so that the system allows you to upload these two files. Consequently, these two files will be available to the reviewers.

Failure to submit a detailed explanation of the TECHNICAL extension and a PDF copy of the AMPS 2010 Proceedings paper will result in the immediate return of the manuscript to the author(s) as an unacceptable submission.

Notice: The AMPS 2010 paper identifier should be put in the upper right-hand corner of every document to be submitted.

AMPS 2010 Final Program  Now Available!

Oral Presentation

Oral presentation consists of no more than 30 minutes for presentation of the problem, the background, the innovative approach, the new results, the comparative evaluation and questions from attendees. Acceptable formats for presentations are MS PowerPoint 2003.

To perform the presentation, the following equipment will be available in the conference room:

Laptop computer (with MS Windows XP operating system and PowerPoint 2003) and a projector. Please bring your presentation on a memory stick to upload on the laptop provided prior to your session. Presenters have to check the consistency of their presentation on this computer.

The presenter should prepare a reasonable number of electronic slides, so as not to exceed the time. Additional slides could be prepared to support possible answers to attendees' questions. Also, the presenters are kindly recommended to be present in the hall at least 5 minutes before the beginning of the session in order to receive additional information from the session chair.

Each slide should not be overcrowded by text and graphics. Too much text should be avoided: slides should support the presentation, they should not be simply read by the presenter.

Graphics should be designed to help in the overall communications, to illustrate key points and clarify the basic ideas. Avoid excess graphics as this makes the overall file size large and can delay slide loading. Use large fonts so as they are readable without efforts: typically 20 point font is the smallest that should be used. Headers within the body are typically 24-pt and slide headers are typically 28 or 32-pt font. Use fonts that are easily readable.

The registration fees are as follows and must be paid in US dollars.

COVERING THE EXPENSES FOR PAPER PUBLICATION

Do not jeopardize the publication of your work in the proceedings! An accepted paper will be published in the proceedings only if the full-fee registration payment for one of the authors is received and correctly processed by September 1, 2010 - no exceptions. Only member or non-member fees are allowed to cover the publication of an accepted paper. Student registration fees cannot be used to guarantee the publication of an accepted paper. If the author registering to cover the paper publication is a student, he has to pay the appropriate member or non-member fee. Members to whom the society bylaws grant special discounts (e.g., Life members of the IEEE) cannot use the discounted rates to cover the publication of an accepted paper: they have to pay the member fee. One author registration will cover the publication expenses of only one accepted paper. For each additional accepted paper associated to the same registration, a 50 US$ printing contribution will be charged. In the case no registration has been received and correctly processed to cover the paper publication, the conference organizers will contact the authors before the paper is removed from the proceedings.

To qualify for member rates, the membership number must be provided in the registration form. No exception.
